Dr CK Lo is a renowned and respected public affairs and communications expert in Hong Kong.

CK set up CK Lo & S Lam (Lo & Lam), a public affairs and lobbying consultant, with Sam Lam in January 1994. It is now the anchor of a family of consultancies, including Smart GO, AWTC (Lo & Lam) Consultancies and PR for Good. Together they provide a full range of public affairs, public relations, publicity and training services to clients.

CK has a long and rich record of public and community service. His past and current commitments include: Chair of Oxfam Hong Kong Council; Deputy Chair of Oxfam International Supervisory Board; member of the Executive Committee of Hong Kong Council of Social Service; board member/Advisor to Hong Kong Policy Research Institute; member of Insurance Complaints Bureau General Committee; and member of many public bodies including Consumer Council, Central Policy Unit, Commission on Strategic Development, Independent Police Complaints Council, Council of The Open University of Hong Kong (now Metropolitan University) and many others.

CK obtained his Ph.D. at London School of Economics and Political Sciences and B.Soc.Sc. at the University of Hong Kong. He has published and edited a number of books on communications, crisis management and politics of China & Hong Kong.                                                     

CK was appointed Justice of the Peace in 2005, was awarded the Distinguished Professional of the Year by Hong Kong Public Relations Professionals’ Association (PRPA) in 2019, and the Honorary University Fellowship of The Open University of Hong Kong in 2004, and received The Outstanding Young Person Award in 1990.

Sarah Lee

Prior to joining Lo & Lam, Sarah was the LegCo Assistant to the Hon Margaret Ng for seven years from 2002 to 2009. Before that, Sarah worked in the media field for about eight years. She has in-depth knowledge of the operation of Government, the political dynamics in Hong Kong, and the media.

Since joining Lo & Lam in early 2009, Sarah has been providing valuable service in devising public affairs strategies, managing issues and crisis, conducting stakeholder lobbying and retaining media relations. Sarah has maintained service for a number of major clients, including public engagement projects for the Planning Department of the Hong Kong SAR Government, AECOM Asia Co. Ltd, Henderson Land Development Co. Ltd, the University of Chicago Booth School of Business, Hysan Development Co. Ltd, Hong Kong Tramways Ltd, HK Deposit Protection Board, Hong Kong Science and Technology Parks Corporation, HK Young Women’s Christian Association, Hutchison Properties, Wyeth Pharmaceuticals and Johnson & Johnson. Sarah also leads her team in providing strategic advice and service on planning and execution of CSR programmes/events for her clients.

Venus Cheng

A seasoned communications specialist, rich in-house experience with both corporations and non-profit organizations.  Prior to joining Lo & Lam, Venus led a public affairs team at the Hong Kong Tourism Board, responsible for planning and implementing corporate stakeholder engagement programmes, ensuring effective and consistent communications of the organization’s corporate positioning to various stakeholders groups, and managing the organization’s community relations. She had also worked with the corporate communications team at PCCW Limited for more than five years. Before that she was with the Office of University Development & Public Affairs of the Hong Kong University of Science & Technology and the Kellogg–HKUST Executive MBA Program.

At Lo & Lam, Venus has served major clients like ARUP (Study on the Artificial Islands in the Central Waters), Chinachem Group, Leighton Asia, Tesla, Uber, Hong Kong Observatory, Electrical and Mechanical Services Department, Sheng Kung Hui Welfare Council, Kowloon City Plaza, Vitasoy International Holdings Ltd, Western Harbour Tunnel Company Ltd, Pneumoconiosis Compensation Fund Board etc., providing strategic advice in public affairs analysis, issues/crisis management, stakeholder engagement, media relations as well as event planning.  In addition, she manages the secretariat and board relations of GAME for Public Benefit, a social enterprise specializing in consultancy in governance for non-profit organizations.  Starting from September 2023, Venus also oversees the operation of AWTC as the director.

Venus obtained her Bachelor of Arts degree in Economics and Sociology from the University of Wisconsin-Madison, USA, a master degree in Public Administration with the University of Hong Kong, and an executive certificate in Corporate Social Responsibility with HKU School of Professional and Continuing Education.


Fiona Shek

Principal Consultant, CK Lo & S Lam Ltd

Fiona is a veteran PR, media and communications specialist with solid experience with news media organisations and NGOs. She is currently the General Manager of PR for Good and a member of Social Enterprise and Marketing Development Sub-committee of the Hong Kong Federation of Women’s Centres 2017-18.

Fiona has 8 years of journalistic experiences with Apple Daily, Travel Trade Gazette Asia and Next Magazine. She then moved to the NGO field. She was the lead of the advocacy communication for Fair Trade and the “Stop Poverty Stop climate change” campaigns at Oxfam Hong Kong from 2003 to 2009, Manager (Fundraising and PR) at Hong Kong Breast Cancer Foundation(HKBCF) (2009-2013) and the Corporate Communication Manager at the Office of the Privacy Commissioner for Personal Data (2013-14). The Breast Health Centre ad campaign she led at the HKBCF won the Silver Award and Small Budget Campaign Award in the HKMA/TVB Award for Marketing Excellence 2012. It is the first-ever NGO winning the top prizes. Fiona also did brand-building and publicity for the launch of Dialogue in the Dark (a social enterprise) in Hong Kong in 2009.
